The Cold War was a strategic success for the United States and its allies, but since 9/11 we have been challenged, not by global threats, but by multiple, regional instabilities, which collectively disrupt the global order and call into question the rule sets and institutions – largely the product of U.S. initiatives -- that have functioned for six decades.
